The CAG Report on MCD performance tabled in the Delhi Assembly has validated AAP's claim that the BJP has turned MCD into Malaria - Chikunguniya - Dengue (MCD). The AAP has maintained that the BJP and Congress have together made the MCD into a hub of corruption and turned Delhi into a garbage bin, a claim that has found resonance in the CAG's report.
(SUBHEAD) During a press conference on this subject, Delhi Convener Dilip Pandey said, "The CAG has also now exposed the BJP's pathetic performance in running the MCD. It has observed that the municipal bodies was wholly unprepared to deal with mosquito-related diseases that spread in Delhi last year. The report has strongly condemned the role of the three MCDs on this front. It says that despite there being no lack of funds, no concrete steps were taken by the MCDs to tackle disease.
"No Response Teams were set up, and the Surveillance Team was a failure. No steps were taken to combat the dengue menace. Neither was any fogging undertaken, nor was the choice of fogging liquid used appropriately made.
"Rs 43.65 crore was spent in the effort to deal with mosquito menace, but the techniques and chemicals used were inappropriate. Chemicals that adversely affect health of people were purposefully chosen by the MCDs. For political gain and self interest, BJP leaders played with lives of the people of Delhi.
"Over Rs 109 crores were spent on identifying spots of breeding in people's houses, but there wasn't any mechanism to supervise or assess the impact of this expenditure. There is no accountability as to the use of these funds.
"The BJP-run MCDs spent Rs 79.76 lakhs on insecticide but has not been able to provide any information on the utilisation of the insecticide. BJP leaders may be able to explain who pocketed all of this money.
"Among many strategies to stop the spread of dengue is that of Environmental Modification. It is a tragedy that no such step was taken for waste management, sanitation, construction site control, tire sale control.
"The twisted politics of the BJP which is motivated only by self interest has resulted in the MCDs buying incorrect chemicals and fogging the city, siphoning funds through setting up of various unnecessary 'teams', etc. The BJP has played with the health of citizens of Delhi to meet its sinister political ends. When it comes to infrastructure also the BJP-run MCDs have failed miserably. The Rani Jhansi Flyover is the symbol of the MCD's failures. The cost of building it has escalated from Rs 70 to 700 crores, but there is still no clarity about it's completion. This is the benchmark of BJP's governance model.
"When the MCDs were tasked with the development of the Rajiv Gandhi chowk, the party bungled up this as well. The CAG Report mentions this in detail. The objectives of the redevelopment of Rajiv Chowk are also unfulfilled. DPR was slashed from Rs 615 crore to 477 crore. Even after four years, work on it was still pending. No inspection was undertaken to test structural stability. Subways, escalators, and other such infrastructure never saw the day of light, despite incurring of huge costs.
"The CAG Report has throroughly exposed the failures and misgovernance of the BJP-run MCDs. It has shown how the BJP played with the lives of the citizens of Delhi for its sinister political motivations. The report has made it clear that the Congress and the BJP cannot be allowed to continue in the MCDs."
